In the 1970s, there were still a significant number of businesses in the United Kingdom that did not employ anyone to deal with press enquiries; investor relations had not yet been developed as a communications process; and only a select few, large businesses had groups of employees who were dedicated to “public affairs.” Consequently, if current affairs were a relatively uncommon function in the 1970s, then an outsider would have every right to inquire as to what may have changed in the following decades to give rise to the sector as it exists now. I am curious about the amount of time and effort that has been invested in this activity over the last several years. If the advantages may be so significant, how come businesses in the 1960s and early 1970s were able to function pretty effectively without it? The real reason for the growth in public affairs was the result of a significant shift in the ways in which legislators and regulators perceived the role of business in everyday life. At first, the growth in public affairs was seen as simply another modern management technique imported from the United States. Those who were involved in public affairs felt that it was capable of providing an edge to an organization’s goal in life, despite the fact that it was a popular transitory management philosophy of its day. As a result of the fact that public relations may often set one organization apart from others operating in the same industry, it made a significant contribution to the age-old split that exists between success and failure. The last three decades have seen significant shifts in the commercial sector. Because of the public’s much expanded access to a more diverse range of media, the public’s views and ambitions have grown much more refined. Activities related to public affairs have, in many respects, mirrored and followed along with that transformation. It would also be reasonable to claim that, in turn, public affairs has contributed to the shift in question as well as expedited the growth of public affairs itself. It simply did not matter in the past if an institution produced public affairs programs or not. The base of institution activity was always either national or local, it was largely self-contained, and it was not influenced by law to any degree that could even remotely be compared to the contemporary climate of the commercial world. Whole swaths of industry and business have shifted their attention to be much more focused on international matters, and the term “globalist” and a conformist desire to adhere to one general plan are both aims that appear prominently.
