Joe, a student at the Bartlett School of Architecture at University College London, has proposed that he travel along a particular international route in order to supplement the existing environmental and architectural findings of living with the effects of climate change. This is in response to the fact that global warming, appalling levels of air pollution, dangerous levels of smog, the threat of floods, droughts, melting glaciers, and rising temperatures are all relevant issues that plague the common man all over the world. Joe’s proposal, “Buffer Landscapes 2060,” was selected as the winner of the 2014 RIBA £6,000 Norman Foster Travelling Scholarship. It was submitted against a number of “high-standard” entries from 36 universities located in 12 different countries. The proposal is based on the premise that rather than treating unwarranted changes in climate as problematic (which they are anyway), we should investigate whether climate changes can actually become new opportunities for habitation, which would help our larger cities to flourish. His research proposal focuses solely on evaluating some of the most active, alternative, and at-risk methods of living with water and energy as resources. Joe maps out a comprehensive study of five locations that he would like to visit. These locations range from Kamerik Polder in the Netherlands (the Dutch solution to floods dating back millennia: live with water, don’t fight it) to Sao Paulo, Brazil, to explore opportunities in infrastructure and habitation already in place; and Los Angeles, to evaluate infrastructural water supply on the city that is under the most pressure for water; in addition, he investigates ‘glacier grafting’ in the Himalayas and large-scale flood planning in New York. It is possible that rivers, lakes, and glaciers could be expanded on a larger scale in order to enable our cities to continue to benefit from freshwater and energy supplies, as well as to be free from floods and droughts. This is despite the fact that historically, the alteration of the landscape with large bodies of water has contributed to the displacement of societies. Creating artificial rivers, lakes, and reservoirs, as well as ice in glaciers, helps to buffer extreme weather and is employed today to offer a more resilient environment for humans to live and work in. However, are these methods capable of being used in a different way or in other locations? What is he asking? And if something like this is successful, what would the situation be like in the year 2060, for example? With the help of a photographic archive that documents towns and cities in relation to exciting alternative techniques for water storage, energy and water buffers, and downstream flood mitigation around the world, Joe proposes to synthesize text and photographs into a sketchbook that explores new constructions of architecture and systems based on the research that has been gathered.
